What Dr Hirsch says makes sense. I am currently reading Ian Morris' "Why The West Rules - For Now"
The book is a study of both Western and Eastern human development over the last million years or so, but specifically the last 12 thousand years and it is apparent that fairly major climate change has been responsible for the downfalls and also the raising of several major civilizations across the world during this period of time. From rainfall patterns to changes in the ice cover in the Northern Hemisphere.
